COVID-19 Impacts to Community Development

The City of Winona Community Development Office is taking the following steps to reduce the impacts of COVID-19.  Our office is doing rental inspections at this time. We will be limiting the inspection to a Building Inspector and Owner/Manager of the property. Tenants must not be present. Owner/Manager must be wearing a mask.

Call Ahead

We suggest you call ahead if you plan to meet with Planning/Inspections at 507-457-8231 or Community Development staff at 507-457-8250.

All questions related to zoning, lot lines, pools, fences, off street parking please contact Planning & Zoning at 507-457-8250.

Drop Box 

There is a drop box located in the alley between City Hall and Bremer Bank. Permits, payments, and documents that will fit in the drop box can be dropped off.   If  you have building plans or other documents that cannot be dropped off, please call 507-457-8231. The drop box is open from 7:30 a.m. to 4:00 p.m. Monday - Friday.

Department Responsibilities

City of Winona Inspections is responsible for:

  • Issuing building permits
  • Performing inspections of residential and commercial property
  • Reviewing building plans and rental inspections
