The City of Winona Department of Community Development adopted standards for rental housing to safeguard the health and safety of occupants. They apply to structure within the City of Winona used for rental housing. The original ordinance was adopted in the 1980’s and has been periodically updated to remain current with changes in Minnesota Building Code, Electrical, Fire and Energy Codes.
The last update occurred in January of 2018 and was based on the 2015 Minnesota Codes. The State of Minnesota adopted new versions of the code in 2020. The Inspections Division of Community Development is in the process of updating the ordinance to reflect the new 2020 Minnesota Codes.
